Expensive gravity generators to extend throughout star bases, as individuals can take their preferred gravity with them. Communications research at All-Galactic Telecom has taken a bizarre twist. Recent experiments have confirmed that there is indeed an “Ancestral Dimension”. However, on occasions when contact has been established, many researchers report receiving stunning messages of life affirmation. At this time, the machines are still very expensive to build, but we can expect improvements in morale for most citizens who can afford to use them. Quantum Computers
Our scientists have finally made a breakthrough in achieving true quantum computing. Previous research into quantum computers was plagued with quantum interference, the infamous “Chaos Paradox”. Quantum computers are capable of handling a thousand trillion instructions per picosecond. With this discovery we can expect to increase our research output by N%. (for game purposes it might be better to reduce the output of the other cultures by N%, to avoid tech burnout on the largest galaxies).

There isn't a way to designate a 'neutral' tech right now, AFAIK, but these do seem to be good ideas for if/when one is added.

Affects: Empire that researches this tech gets the ability to roundup space monsters when they are encountered. Once captured, they can be used as ships to attack or defend.

2) Opensource technology: Understanding the value of millions of civilian enthusiasts, scientists have created a framework where new technologies are open to any interested parties, good or evil, for the advancement of the technology itself. The technology has hardwired the ability to communicate advances and updates over freely accesible transmissions. Speeds up research and tech advances, at the cost of having those advances available to anyone else with opensource technology. Bonus to research, minus to spying, available to any race with opensource.

The encryption algorithm: The individual's right to freedom and privacy is trumped by nothing. This technology creates an entire network of entirely untraceable transactions, IDs, and interactions. Everything a person does, normally noted and recorded to determine whether it is good or evil, is now hidden and cannot be traced back to the individual. Individuals can travel freely around the empire, purchase items, visit places, and communicate electronically without any fear they may be IDed or somehow spyed upon. Grants bonuses to happiness, small increases in production, significant hit on spying (everyone is now untraceable).

Frustrated with moralistic leanings of the courts, both directions, a wily inventor has created a completely independent judiciary program. It will dispense justice without preconceived notions or the possibility of corruptibility. It is responsible only to the law, therefore delivers a truly impartial verdict. Extenuating circumstances to be supported in the first patch. :D Delivers increased efficiency, decreased happiness

Here's another idea inspired by the depth of backstory on Moo3:

Historical archives:
Like any civilization, understanding the past is key to knowing the future. Thorough archiving and databasing have created an indexed, searchable, and factual account of various historical occurances which have led up to the empire as it is today. Unvarnished, unaltered- this is not the Information Awareness Network....this is recreation of events as they happened. By understanding the motivations for past actions (civlilian revolts, territorial disputes with other civs in the game, circumstance surrounding discoveries...) the current ruler can better predict the outcomes of various social initiatives. Maybe a little like Hari Seldon's Foundation,but without all the hard math. :p And less uber predictive. Grants bonus to civ and happiness.
