Couple of quick questions about planet quality

As this is my first post, let me just say thanks to Frogboy and the rest of the team who put GalCiv together.
I have been having great fun so far, and in my second game, against normal opponents on a medium map, I was very pleasantly surprised at the impressive play by the enemy AI. It was a brilliant game and it came down to me and the Arceans splitting the map 50/50 until a big showdown at the end! Excellent!
My question is this:
What exactly does planet quality affect?
It seems to make quite a difference if I can get my hands on a 20+ quality planet, but im still not sure of the specifics. Does it affect growth rate, max population, and industry production? If so is there a rough way of working out how much?
As an offshoot of this, im trying to work out how soon I should do improvements like soil enrichment etc on my planet. If terraforming like this has an effect on the different things stated above, im wondering if it should be the first thing I build.
