Ctr+N ? & Ctr+R??

I saw a quick reference to Ctr N I think it was said to be an undocumented function? Could someone elaborate what the actual effects of these short cuts have. Ctr+R is refresh sensors but how can I see a differance?

Ctrl-R resets the fog of war. Occasionally the game gets confused and displays the fog incorrectly. In those cases, Ctrl-R will reset it and allow you to see to the full range of your sensors.

Most often this problem is related to the Eyes Of the Universe special.
