Banned for double banning the banner were as to rule 1456 in the bi partisin laws under section 456 sub paragraph 4 states that anyone who double bans a banner shall forever be banned from the banner or from a ban banner who caught the attention of the banned. If fail to do so the banned will be banned on a triple ban for not banning the fourth.
