Download Problem for Objectdock Plus 2

I uninstalled Objectdock Plus 2 in hopes of getting rid of some problems I was having with windows of other programs not opening to full screen width.  For some reason the "reserve edge of screen" was causing an issue and I couldn't make it quit.  When trying to reinstall (via Impulse) I continually get an error during download.  Same error if I try to download other available software.  Is there a problem with the server today?

Seems to be working now.  Must have been a server issue.  False alarm.

But, anyone else having this problem with the reserved edge space?  The option to reserve edge space was in the setup menu and I checked the box to see what it did.  When I was that it restricted window size of other files I tried to turn the feature off.  The option is no longer in the menu so I can't uncheck the box.  I uninstalled the program, reinstalled, and still have the problem and the option is not show to uncheck the box.  All of my icons were restored so that tells me that the software doesn't full uninstall (I used add/remove progrems with Windows 7 OS).  Maybe it also keeps the settings of the previous install as well.  Very annoying that I have to manually resize new windows each time I open a new program.  Any suggestions would be appreciated.
