Is there a way to increase trade routes past 12 routes?

To my knowledge, that's one of the the things that is hardcoded into the game engine, the executable.

Although you could program your civilization to have more trade routes.

But none globally.

if i can program my civilization to have more trade routes, i can in theory program others player to have more trade routes, no? In any case, how do i program my civilization, as a first step?

dnzrx addressed the question of adding trade routes, but not beyond 12, which is what you asked.
