Windows 10 Ctrl Right Click on the bottom left corner isn't working

Please let the default behavior of Ctrl Right Click on the bottom left corner on Windwos 10 work as intended by displaying a PopUpMenu full of shortcuts to OS utilities.

That's strange - it works for me. However, it doesn't need to the Ctrl key pressing.
To be specific, if I right click on the Start10 orb I get the menu headed "Configure Start10...". If I right click right in the corner I get the utilities menu headed "Programs and Features".
From the desktop page in Start10 config you should click advanced and enable the option to show the Win+X menu.
