Sorry to hear you are having issues.
1. I don't see any new trail uploaded that compatible with V2.16 latest upload from my search was 2007 : CursorXP days https://www.wincustomize.com/explore/cursorfx/search/trail and I don't think you can recolor trails.
2. No, I believe, you'll need buy a new license to upgrade from CursorFX v2,16 to v4.03
