That really looks good so far, PO! Really nice design. I have a suggestion for your taskbar, since you are not so pleased with the way it repeats. Try making the taskbar long enough that it doesn't repeat so many times. Just a suggestion. This is going to be a great skin, I can see already. Paint.Net is hard to work with. But, then so is GIMP until you experiment. With Paint, seems you have to export everything. Too many button clicks for me. Getting "mouse-wrist" from all the clicking I do anyway...

If you are using a bmp, make sure that "transparency" and "transluscency" are "disabled", unless you are using "majik pink", then only "transparency" should be enabled. The tga that you probably replaced was the one in the XP Luna style, I presume. It has a transparent background and per-pixel shading.
