What type of file is that..? It just called GC2 and has no extention. What application should one use when opening this file?

Apparantly as said in his other thread: https://forums.galciv2.com/?AID=112357 That is the entirity of the error log. Like in the other thread, I suggest making sure that all drivers are up to date, especially those for the video card.
Do you have the latest drivers for your ATI card? What seems to be happening is the game fails to render but starts up anyway as indicated here: Debug Message: Could not create the render device. Debug Message: InitializeDirect3D Failed.

You can also set the targets on one of the three sections by clicking the little bullseye icon in the planet screen, in one of the three sections (military, social or research). The icon is in the top right of each of those boxes. Hope that helps.
