I don't like the idea. It would add too many complications that would then confuse new players and need a whole new set of AI code, then it would need rebalancing. Basically, they could make better use of the time to improve the other areas of the game.

Yes, they do need to be fixed (especially the spying thing). They need to be given the status of a major race when they get to a certain level.

"Uber Pirates, Dread Lords, and/or Jagged Knives" These are game ruiners for me. Although I baleave with the right script Jagged Knives could be quite fun, e.g. they take the worst planet of each race but defended with the best ship of the race they took the planet from.

Q) Being able to make an opponent unconditionally surrender to you, or be given the chance to surrender to your empire's control. A) It depends if they are Evil, Good or Neutral but there is no way of forcing them to. Q) Requesting other factions withdraw their war vessels parked within your zones of control. (Millitary access) A) No, but this is a nice idea. Q) Being able to coordinate attacks with allies against a common enemy. A) This was in before the expansion.

Espionage now increases the effect of the money you put in to get spies by a percentage. That was a badly worded explanation... Say you pay 100BC per tern, with one point on espionage (+5%) 105BC would be used in the calculations on how much more money you need to spend to get the next spy.

All the spies need are specific tasks (missions) which take a certain amount of time, depending on the difficulty of the task and the amount of money the opponent is spending on espionage at the time the more successful the spy will be. After the mission the spy could be reused with experience, making future (more advanced) missions more successful but also coursing a bigger loss when you finally loose him. If you wanted to add a lot of depth to the story feature you could have it from the viewpoint of one of the races. I have no idea how much extra effort that would take. Also, don't be afraid to finish something with a patch if the deadline comes and your faced with the decision of scraping features. In the long run it is always better that way.

I think the game should only have these events happen in a biased manner, for example, if a player/computer is looseing then they get a good bonus but if they are winning by a large margin then they get a negitive event. This would put a hole new slant on general games and would make it harder to win a game thus a possable addition to the metaverse scoreing system. But you guys know best.
