Yes it is. I usually use tidal disruptors. Destroys some stuff but less than mini soldiers and doesn't ruin PQ.

Go to game, not campaign. Check tutorial button. Set difficulty on cakewalk. Make least number of civs possible. Make them opposite ethnics. Help?

With defense of starbases, I always build up defense first and keep sending constructors there, Unless I'm by more than 1 rescourse.

No. Go colonize planets for morale choices and keep choosing good. Eventually you will be good.
You put ships on top of each other. Then you look to the right lower middle portion of the screen. You will see ship icons with a button by it that has a ship with a arrow. Press it and you have a fleet.
So what do you need help with? What part of the game seems to be troubling you? And are you playing on cakewalk?
No. Not necessarly. You just give them lots of free stuff or kill them.

Yes. What Graviton said is true. It also depends on your starting research ability and if you have any research improvements and how much money you are spending.
