The state could have funded other projects to supplement the levees, however the levees and floodwalls lie under the domain of the ACOE which is a federal funded agency.

Unfortunately you have it all wrong. You did not really concentrate on why the levees were not built to withstand more powerful storms. You need to go back 40 years not just 10 to figure that one out. Google hurricane Betsy and ACOE. 1965 The Army Corp of Engineers is responsible for maintenance and improvements of the levee system so that is where you need to start looking. I'll leave it to the professionals to argue whether the ACOE's pla
True, maybe not the sort of troops (can't be reasonable to expect that ll evel of knowledge from most anyone), but her responsibility in the NRP is to make the request to FEMA after her State's resources are tapped. FEMA then acts as the liason to the DOD where needed (in the case of an Incident of National Significance).</T
If you read the National Response Plan (http://www.dhs.gov/dhspublic/interapp/editorial/editorial_0566.xml) you will quickly realize that Blanco did not have the responsibility to "specify what sort of soldiers" were needed. http://seattletimes.nwsource.com/html/nationworld/2002468593_katmilitary03.html
it should be pointed out that the frequency of US category 3, 4 & 5 hurricanes has actually been steadily decreasing every decade since peaking in the 1940's and has been below the 150-year average (6/decade) since 1971. The current decade appears to be on track to be "average." You are pointing out a l
Law Enforcement does not have the legal authority to remove people from their houses without a warrant. They do have the authority to evacuate people from public lands, people who are in the process of commiting crimes, etc. and to keep people from reentering. I suspect the city and state are currently looking to find a way to legally force evacuations, however "forced" evacuations are not as of yet actually occuring.
What in this article leads you to believe that it is an admission of fault by Blanco about troop levels? Seems to me it shows that the Justice Department was concerned with legal issues, the Bush administration was worried about political perception, and Govenor Blanco was not willing to give up control of the Guard.
The southeastern states have relatively large contigents of national guard troops because of the potential of hurricane related disasters. Although only about a third of LA's NG troops are currently deployed in Iraq, much of their equipment is there. And much of it was specifically purchased to aid in LA's hurricane preparedness. WGNO did a story on this August 1st where one of the LA Guards Colonels complained that they needed their equiptment back.
II guess that's born out in the section where she talks about FEMA supplanting the evacuation/sheltering effort is specific parrishes and the Orleans parrish isn't even mentioned! If you read the paragraph just prior to the one mentioning assistance for evacuation/sheltering assistance you will see that the New Orleans metrop
The Casino barges "floated" ashore with the storm surge. The storm surge there was somewhere between 20-30 feet, so one could expect them to rise with the surge, break free of their moorings, and go inland as far as where sealevel is less than that of the height of the surge.
If you read the paragraph just prior to the one mentioning assistance for evacuation/sheltering assistance you will see that the New Orleans metropolitan parishes were mentioned where an even higher level of assistance was requested than the paragraph you noted. City and parish officials were mostly responsible for their own evacuation plans in which many were inadequate. Many were in the process of updating their plans because they knew bef
Yes, which happens every 2 to 4 years. Private industry is tested on an almost daily basis. Plus, it is incredibly difficult to tell whether a government is being efficient or not, we have to rely on the media which has its own agenda. However inefficient the mechanism is...it is still there. <BR
Blanco is not fighting the feds from taking a more active role. She is keeping them from taking control of it. If you were govenor of a state would you allow the federal government to run the show as they feel necessary? Doing so would be a huge injustice to the people of Louisiana. She hired James Witt. Take a look at his resume and compare it to Chertoff's and Brown's. The right choice is a no brainer.
If you did some research you would know that New Orleans Emergency Management Agencies have been doing just what you accuse them of not doing. One of the most visible and recent examples of this is the "Hurricane Pam" exercise. Studies were done to identify the number of immobile people, the percentage of population without transportation, as well as the percentage of the population that would decide to remain in their houses. There was a plan to ev
The mechanism for governmment to be efficient and effective is called the voting booth.
Do you know how full the NORTA transit buses were when bringing people to the superdome for two days before Katrina hit? I certainly don't. So that makes the use of additional buses questionable at this point in time. Keep in mind that the Hurricane Pam study revealed that 21.4% of NO residents surveyed stated they would remain in their homes Startling as the researcher states " because it indicates that nearly 1 in 4 New Orleans residents
The Army Corp believes that the surge topped the levee, washing earth away from the opposite side of levee causing the levee to then catastophically fail.
Food and water is a gimme. Something that should have definately been prepositioned by FEMA. It will be interesting to learn exactly why it took so long to get to many of the places that were reported by the various news outlets as lacking. Most of the speculation I have seen about this is obvious partisan spin, but I'm sure the truth will surface in time. Privatization of certain FEMA responsibilities is possibly to blame. My guess is one of the o
Looks to me like the assistance you link to is in response to the request sent earlier the same day from Blanco's office. http://gov.louisiana.gov/Press_Release_detail.asp?id=976
They did know. http://www.lsu.edu/highlights/052/pam.html http://hurricane.lsu.edu/floodprediction/PAM_Exercise04/Documents/Coastal_Land_Loss_Hurricanes_and_New_Orleans.htm It was obvious beforehand that the local authorities would not be able to handle it. Hence the Disaster and Emergency Declarations prior to the arrival of Katrina. And maybe you should do a little research before you assume that New Orleans is under Martial
Seems to me the Mayor of NO, the Govenor of LA, FEMA, DHS, and the Bush Administration have ALL made mistakes and poor decisions (short and long term) that have led to additional loss of life in this disaster.
Right, because the City of New Orleans and the State of Louisiana were totally powerless to manage their own flood control systems. Very much so. The Army Corp of Engineers is responsible for the flood control system in NO. This is a federally funded agency. The city and state as well as the ACOE has b
I would guess that it is simply the type of entertainment that people of certain political persuasions prefer. Maybe most liberals would rather listen to music during drive time, and watch sitcoms or movies during primetime. Or maybe they rely on real newscasts and reporting by unbiased journalists instead of the proganda and spin of these one-sided opinion shows. Or maybe they are the ones watching John Stewart and Lewis Black make asses out of al
"Still, I welcome your response to the last one. And perhaps we can start a new thread for the other ones?" I was more just trying to provoke thought in my questions since there are no simple answers and it actually involves a whole realm of issues.....only one being where privacy fits into the picture. There are many economic, social, political, and environmental factors involved. But you hit the nail on the head seeing the ultimate goal.
"To boil it all down, how is this a problem? The BSA recieves limited assistance from the gov in the form of charters. They could do without it." The point is the ACLU is not ultimately trying to stop the scouts from having access to public lands. They are using the case to advance other issues. The case was mostly directed not at the use of public lands, but government employess heading troops while on government time, etc.
