It's definately not the most powerful wonder, but my favorite is the spin control center. Build it on your production planet and pump out a massive orbital fleet of cheap, empty hulls. Congratulations, you now have a military deterrant that will not only greatly improve your relations and diplomatic possibilities, but will ensure that you only have to participate in wars of your choosing.

In the interim you can keep your global social allocation to be about 5-15, and when a planet is going through its social production phase you will obviously want to have it focus on social production. Another way to curb this problem is to not build any uber manufacturing complexes. In other words, limit the amount of factories you place on any one planet to be aro
