u.p didnt exist at all. aside from when and if it was formed. seperate decision making bodies per ethical alignment. ability to hav alliances defined on a regular basis tht way you could see weak civs and minor races making consortiums and such but those shld be private from the other races. with a more definitive voting topic why am i in the u.p afterall i know u can leave but then u lose trade routes diplomacy tech 'federation shld be an option <
