Seconded. The implementation of a city manager screen and hopefully governors would make my game play more enjoyable. The shortcut for a unit to skip a turn is the spacebar, so I can't say I've ever clicked that button. Unless you're restricted to a mouse-only interface with your PC for some reason, tapping the big bar on the keyboard is probably easier than finding and clicking the button. NOT the sort of thing to try against a human opponent! Sane opponents will stop chasing what they can't catch and come and maul your archer squad(s). Good against 1 opponent, but be very wary of some of the higher level unit special abilities. I would have to vote it an AI exploit, not a master tactic. IMHO.
