Is the AI sharing tech when in team? in GalCiv III AI Talk GalCiv3 Forums

My friends and I like to play 4X games in team against team of AI. We also like to share the tech we discover. Is there a difficulty rating we can set the comps so they will share their techs in their team? We outmatch them easily if they don't and it makes a boring game.
