Icons not scaling consistently in Icons WinCustomize Forums

So I downloaded a bunch of high quality PNG and ICO icons to customize shortcuts for 3rd party applications so I can scale them to look like all the default Windows 7 ones. After changing the icons with the ones I downloaded they showed up perfect. I was able to rescale them up and down with no problems. At some point I refreshed the folder and many of them started to look small and ugly again while others kept their large scale. It seems that Windows is randomly choos
