I think it is intended that they cannot be purchased. It would be far too easy to exploit the AI if you buy their starport right before declaring attack so they have no way to build additional forces.

When reaching the 5th level of Malevolent Ideology in the aggression tree the Bloodthirsty trait does not provide any ships when unlocked. Unless I am missing something, but it appears to have done nothing at all when I unlocked it.

Happened to me turn 136 this last game. Even closed the client and pulled up a auto-save file and it died again on the same turn.
